According to the national civil service bureau, China now has a total of6894000people and884000civil servants, consult a public servant law management clusterorgans, institutions of staff, which work at county level civil servants following primarytotal number of about70%, is China’s civil servants subject. Grass roots civil servants inChina’s administrative structure in a very special status and role, is the government andfolk contact intermediary. On one hand, senior or mid-level managers lend them inorder to achieve a variety of decision objectives; on the other hand, the outside views ongovernment and response are often by its acceptance, they are not only the peopleconvey information to the recipient, is also the government policy of interpretation.As aresult of grass-roots civil groups in law is designed to" set out on " the role, so they arespecific administrative principle and administrative behavior choices encountered aseries of difficulties. If we do not have to be solved, will affect this group function, oreven seriously affect the implementation of government policy target and image.This paper mainly to the civil servant ethical dilemmas of administrative behaviorchoice as the angle of view, in the analysis of grass roots civil servants administrativebehavior on the basis of the characteristics of grass-roots civil servants, explains thechoice of administrative behavior and mechanism of grass-roots civil servants; and thenpoints out that the choice of administrative behavior ethical dilemma is mainlymanifested in the power conflict, conflict of interest and the role conflict and resolve thegrass-roots civil servants; choice of administrative behavior of ethical dilemmas is themain way in addition to strengthening the grass-roots civil servants administrative ethicseducation, the external administrative mechanism to ensure a sound and social ideatransformation is indispensable, of course, grass-roots civil groups correctunderstanding of administrative ethics conflicts in the utilitarian value, the choice ofadministrative behavior in the relationship between purpose and means, and wherenecessary to achieve the ethical compromise vital.
