Maintenance Of Stability In Basic Administrative Organizations:Organization Structure And Actual Operation

There are more and more multiple contradictions broken out in current China, and maintenance of stability has become a hot topic in the official and the folk. Under the current system, the standard of maintenance of stability is getting higher and higher, and is raised without restriction. It is more and more difficult for the most basic administrative organizations----street offices in cities to fulfill their tasks.Based on this, this study selected the office in Y street in X city as the research subject. Through the analysis of the two aspects of the organizational structure and the actual operation, the study wanted to reveal the basic problems of maintenance of stability, and to highlight the operation logic of the grass-roots political power under the pressure system.The study found, the basic administrative units of stability maintenance organizations possessed bureaucratic characteristics outwardly. The Organizations were basically integral, possessed complete institutional arrangements. But the actual operation was facing many problems, such as the fund for mediation was insufficient, the organizations were understaffed, and rights and liabilities were asymmetric.The deriving of these problems had something to do with the administrative system under the Pressure control macroscopically, and with the under-staffing and insufficient funds of the organizations microcosmically. Therefore, for the sake of improving the efficiency of the basic organizations’stability maintenance work, we not only need to optimize the organization, but also need to give full play of the basic organizations and improve the public service capacity of the basic organizations.
