In the Chinese government organization system, town (village) governments and sub-district offices are the basic-level governments. They assume and perform an important role of management at the grass-roots level. With the advancement of urbanization, the increase of urban population, and the expansion of urban areas, some of the suburban town (village) governments should be transformed into sub-district offices in order to meet the needs of the urban management by the local government. After the transformation of town governments into sub-district offices, accurate and effective function orientation of the sub-district offices directly affects the efficiency and stability of the national government system.The author chooses this topic of the function orientation after the transformation mainly consider two factors:One is in accordance with current requirements of urbanization proposed by Premier Li Keqiang, the main battlefield mostly in the sub-district offices which has established after town (village) governments revoked; Two is in the field of public management’s scientific research, at last, constructing service governments were realized by the sub-district offices which directly face the masses and service the masses. Therefore, the research in the function orientation of town governments into sub-district offices, not only has certain positive significance for the study of public management in domestic, but also provides empirical reference of structure public service-oriented government for the advancement of urbanization.Methods employed include case analysis and documentation together with comparative research in this paper. Taking the case of performing functions of Kunming municipal Panlong district Ciba sub-district office as a entry point of research, on the premise of defined the concept of "the transformation of town governments into sub-district offices" and introduce theories which applyed in this paper; briefly introduce the general situation and history of Ciba sub-district office, contrasting organizational structure and performance before and after the transformation of Ciba. analyzed dilemma and problems of functions after the transformation in these four aspects:economic development, social management and community service. Finally, According to theories I learned, the paper put forward some viewpoints and countermeasures:orientating the function of "the transformation of town governments into sub-district offices" need to structure public service-oriented local regime as the guideline-----the sub-district offices should weaken economic management functions, and strengthen the social management and public service functions. Meanwhile, adhere to the principle of statutory function, responsibility consistency, and orientate those functions:economic development, social management, guiding community autonomy. By offering legal rule, Optimizing organization and staffing guarantee sub-district offices to realize scientific and efficient orientation.
