As an important national strategic reserve fund in China’s social security found system, National Social Security Fund is built to deal with the problem of social security funds to pay peak solid backing. The main funding sources of the fund now is made up of central government funding, state-owned shares or transfer fund received and equity assets, investment income of the fund and other ways approved by the State Council. As the trend of aging is going faster and faster, the reform of social security transition cost is so huge. Whether social security funds could offer the payments in the future is unclear.As a reserve fund, National Social Security Fund will be very difficult ensure that we have adequate money under the existing funding sources. So we have to expand financial channels to raise more money to meet future payments.Based on the above, this paper will research on how to expand funding sources of NSSF, especially in state-owned enterprise profit, tax revenue and social welfare lottery. Also this paper will explore the NSSF moderate growth in the scale of the future. The content of this dissertation has been divided into six chapters as follows.Chapter Ⅰ is introduction. This paper mainly describes the research background and significance; the main research methods used in this paper and the main research; the article exists innovation and inadequacies.Chapter Ⅱ is literature survey and related concepts defined. This chapter mainly introduced the research in financing of the social security reserve fund abroad; the appearing in this theory and related concepts defined.Chapter Ⅲ, the status and problems of existing funding sources in National Social Security Fund. Mainly introduces fund existing funding sources; the status of these channels; the problems faced by these channels.Chapter IV, the pay scales and the pay gaps of social security funds in the future. Mainly on the status of the national pension payments; to forecast future pension pay scale through econometric model; the size of NSSF follow existing channels in the future; to determine whether the size of the Fund reserves sufficient to cover pension payments gap.Chapter V, the foreign experience of public pension reserve fund-raising channels. Introduces the mainly foreign public pension reserve fund with its funding sources. Finally, the summary of its funding sources.Chapter VI, the exploration of new sources of financing to the National Social Security Fund. Major funding sources to clarify several lines: State-owned enterprise profits, certain tax revenues and social security taxes. Profits of state-owned enterprises as well as the possibility of substantial funds; particular the possibility of tax revenue enhancement fund; special social security Lottery possibility to enrich the social security fund.
