Overseas Chinese Participate In The Exploration Of Consular Protection

Consular affairs is an important part of diplomacy.Protecting overseas Chinese,business entity and unincorporated association's legal rights showing the result of building overseas livelihood projects and the idea of “Diplomacy for the people ”,So an excellent work of consular affairs is important.Now China has built an overall consular protection system consist of five elements,but stilling facing the contradiction between the demand of Chinese consular protection service and diplomatic input and its solutions.So absorbing overseas Chinese into consular protection is necessary and it is also an important act to implement Xi Jinping's thought on overseas Chinese affairs.Because of that,the article analysis the new practice,and the motivate,operational model of the overseas Chinese participate in consular protection,in order to find the available and effective path & model of the consular protection.On the basic of former research,combining the practice of other countries which are also have abundant overseas citizen resources,the article provided three main suggestions: The first is establish and perfect the system from financial support,departmental function,and information construction.The second is strengthen the diaspora public diplomacy,focusing on security issue,strengthen the localization and divide the overseas Chinese citizen and the Chinese who has foreign nationality.Finally,we should unify the subject and object,pay attention to both development and security,both private and common security.
