Now the urban management has found itself in a tight corner. The former regulatoryways cannot protect the human rights or improve law enforcement efficiency, on theopposite it leads to law enforcement violence and violent resistance frequently, which isharming the harmonious society seriously. As a result the urban management needs tochange the idea of law enforcement urgently. The administrative aim can be reached byadopting flexible management in non-mandatory means, or by administrative guidanceand administrative consultation etc. In this way a communication platform can be built,in this case, not only the most favorable option can be made during the management,but also the equality of modern rule of laws, democracy, and cooperation can bereflected on the benefit of it, which can also be a good salvation to the predicament ofurban management.In this thesis I attempt to present my point of view by combing reading referencematerial, accessing masses and colleagues, borrowing domestic and internationaladvanced experience of urban management with my own work experience. Meanwhile Ialso try to put forward some suggestions, and ensure this study makes sense in theory,as well as practical and referable in executing law enforcement base on combing thedetails of urban management law enforcement status in Guangzhou Liwan District, withanalyzing the exciting problem in Guangzhou Liwan District urban management byusing the theory of flexible management.This thesis is divided into six chapters. Thefirst chapter is a introduction. The second chapter gives a case description ofGuangzhou Liwan District law enforcement in urban management. The forth chapterincludes the study of Guangzhou Liwan District law enforcement mechanism. The fifthchapter is about the reform of law enforcement mechanism, and reference of bothdomestic and international experience. The sixth chapter introduces the reference andenlightenment of Guangzhou Liwan District law enforcement urban management.This thesis indicates that there’s a need a change in the idea of law enforcement,and perfect the relevant laws and regulations, establish a close and effective cooperationmechanism between departments, raise the quality of law enforcement officer, enrichthe methods of law enforcement, create a set of practical scientific and efficient flexiblelaw enforcement, resolve the straits of current urban management, help to build up aservice-oriented government. All those targets mentioned above can be reached by analyzing the current status and exciting problems and causes of Guangzhou LiwanDistrict law enforcement in urban management, borrowing the domestic andinternational advanced experience, basing on combining with the reality of GuangzhouLiwan District. Executing the flexible enforcement in Guangzhou Liwan District can bethe way of changing the idea of executing law enforcement and establishing aservice-oriented government. Flexible law enforcement can do benefit in disposing thesocial conflicts, strike a balance between the social governance and safeguarding thebenefit of all social estates, and help to build up a service-oriented government andharmonious society.
