The Study On Current Situation Of College-graduate Village Officials In Yan’an Area

In order to further implement the scientific outlook on development, promote the implementation of rejuvenating the strategy and talent strategy, quicken the pace of construction well-off society, guide and encourage college graduates to the Grassroots Employment work. General Office of the CPC Central Committee, and the General Office of the State Council printed and distributed Views on the Guide and Encouragement of College-graduates to the Grass-roots Units, many Chinese provinces and cities have launched the Plan of College-graduate Village Officials. The implement of this plan is significant and profound not only to strengthen organization development at rural basic level, to train knowledgeable and literate leaders in building new socialist countryside, but also to foster governmental cadre reserve personnel having deep feelings for masses of people, to guide university graduates to transform their traditional concept of employment to grass-roots units.At present, the project of Chinese College-graduates Village Officials have developed into the scale of tens of thousands of people and the period of building a comprehensive and systematic construction. Generally speaking, because of short time to implement this plan, limited experience to develop it, and essential region differences to hinder its process, there are serious problems to restrict this plan’s development mechanism which worth our attention to focus on. Yan’an as one of underdeveloped region in West China has achieved remarkable result in the course of College-graduate Village Official Plan, such as injecting new vitality into the local "two committees", bringing new ideas to farmers, and helping present a new situation of countryside. But at the same time, there are also some problems to need study and analyze.This paper is composed of four chapters. Chapter One describes the significance and process of carrying out the Plan of College-graduate Village Officials; Chapter Two summarizes the development of college-graduate village officials in Yan’an area and their fundamental achievements have been achieved; Chapter Three mainly analyzes three problems existing in the process of implementing the plan. These problems are inadequate relevant systems and mechanisms, the problems owned by village officials themselves, such as prejudiced concept of employment, incompetent comprehensive ability, and their personal affairs, and the lack of general attention, care and support from the society; Chapter Four puts forward such suggestions as:firstly, perfecting relevant system and mechanism, i.e., management assessment mechanism, motivation mechanism, and training mechanism, secondly, helping village officials overcome their own shortcomings, update their traditional concept of employment, and strengthen their self-quality, and finally building an enthusiastic and friendly atmosphere of social support and concern to the development of this plan.
