The Study Of The College-Graduate Village Official’s Role In Providing Village-Level Public Products

Since the birth of the college-graduate village official, they face all kinds of dispute. The most important one is the role they can play in the rural areas. The research object of this paper is the college student village official, namely the college graduates those who were selected and recruited into the two committees of village through a variety of policies. Oriented at the grass-roots level, in-depth to the countryside, the paper starts from the perspective of the college-graduate village official and views the village-level public products as a starting point, and discusses the function orientation, function of the college-graduate village official in the countryside and its dilemma in the period of the new rural construction. The plight of the college-graduate village officials’role playing is difficult to find the right focus. At the same time, the plight of village-level public products supply is insufficient supply and unbalanced structure. Putting the two difficulties at the same level, relying on the specification system theory, the basic theory of public finance and public products, this paper illustrates the solving of the two plights. The paper finally comes to conclusions as follows:In the present and future, college-graduate village officials will play as a bond or a bridge whose one head is the demand of public product and the other head is the public goods suppliers in the village-level public goods supply, even they also played a role as a supplier. The paper finds the college-graduate village official in Shannan Area of Tibet who has the identity of civil servants will be better to play a role in village-level public goods supply and its function mainly reflects in the cultural public products. This paper also argues that in order to help the college-graduate village official play the role effectively in rural construction, the urgent task is to distribute the responsibility of all levels of governments and the village self-government organization in the public goods supply and to reform the existing village-level public product supply main body structures. To definite their function and to improve the selection, training, incentive and supervisory mechanism of the college-graduate village official are also very necessary.
