Research On Urban Gridding Community Management

"Base is the foundation". In the development process of China’s future, urban grass-roots management will play a very important role, and also will be faced with unprecedented challenges. To break the long-standing abuse that traditional management model brings, nowadays more and more cities introduce Urban Gridding Community Management Model, and achieve good results in practice. As the product of grass-roots exploration and practice, Urban Gridding Community Management Model is the successful example and significant result of China social management innovation, even it is a pioneering undertaking in the world urban community management. It represents the trend of the modern urban grass-roots management, and will likely lead entire urban grass-roots management of China.18th Party Congress of CPC stressed that "To conduct social management in a more scientific way, we must improve the laws, institutions and mechanisms concerning and capacity for social management, and train more personnel and promote IT application in this field."①It means that the social management is a comprehensive reform. This thesis reckons that the community of the city grid management is also a comprehensive grassroots communities manage reform, which is not simply the use of information technology, not simply the geographical split, not even to create a new level. It is a systemtic reform of urban public and social management, based on new technology and new ideas.Currently, communities which practice gridding management are mostly in the early stages. This thesis chooses Gulou District’s practice which is typical to a certain degree as the research object, attempting to rise to rational thinking, expecting to provide universal reference for promoting the gridding management. Based on this, this thesis analyzed the Gulou District Community Gridding Management’s main acts, that is co-ordinately promoting, gridding layout, personalized services, IT support, and system security; evaluated the effectiveness of gridding management in the aspects of resident, community, party and the government; revealed Gulou District Community Gridding Management’s main experience, that is to promote the fundamental change of urban community management objectives, to adjust measures to local conditions and achieve the integration of multiple, to perfect the core elements of gridding management; combed the problems in the practice, that is contradictions between overweight task and enhanced services in grid, lack of gridding management talents and motivation, unclear rights and responsibilities and lack of the integration of resources etc.; analyzed the reasons behind the problem, that is imbalance on the grid management knowledge, the not-in-place of transformation of government functions, and the lack of legal security for gridding management; made suggestions for perfecting Gulou District Community management, that is to enhance capacity and level of community service provision, to enhance gridding management system construction, to strengthen the guarantee of gridding management.
