Therefore, it puts forward new ideas and ways about urb an community management development and innovation from three aspects, which ar e strengthen grass-roots organizations, promote the autonomy of community residents and provide multiple community service. On this basis, it puts forward targeted devel opment strategies about six aspects, which are community inhabitant autonomy, healt h, security, security construction, culture construction, community organization. It stri ves to perfect city community management system, improve the quality of life of resid ents, maintain social harmony and stability and promote the strcture of the social man agement system with Chinese characteristics.This research implements the new spirit and requirement of The18th National C ongress of the Communist Party of China.
