Research On The Problems And Countermeasures Of Community Grid Management In Zhenzhou Town, Yizheng City

Grid management is a new model of social management which is increasingly showing unique advantages.This mode is now changing the phenomenon in the past,such as multiple management,low efficiency and slow information feedback.The demand of the residents can get timely response.Community service has changed from passive to active.The service is now becoming comprehensive and detailed.As the process of urbanization speeding up,especially the diversified needs and various contradictions of community residents showing,community management has entered the critical transforming and upgrading period.In order to solve the dilemma of social management and to enhance the ability of urban community governance,Zhenzhou town which is the key town of Yizheng city launched a community grid management pilot project in 2012 within 4 urban communities.After that,they finished universal coverage concluding all the 16 urban communities in 2013.In this way,it aimed to explore innovation about social management mode.This study used public management theories including refined management theory,Seamless government theory,and network governance theory,etc.The study also used literature research,questionnaire survey,interviewing and comparative research.Firstly,to analyze the implementation status and effectiveness of community grid management.Then,to find out the problems during the progress with questionnaire survey.The problems may include weak self-government,low level of participation,nonstandard management process,and imperfect institutions,inefficient of grid,less obvious effects,lack of funds and poor pay.After that,to analyze the causes such as lack of autonomy,policy and legal protection needs,conflict of new and previous systems,unsound long-term mechanism and insufficient investment mechanism.At the same time,to sum up the experience from other urban communities.Finally,to raise countermeasures and suggestions about optimizing community grid management in Zhengzhou town.For instance,management and governance combination,implementation of refined management services and funds input ensurance.Hopefully,this study can provide a theoretical reference to local government in related research or rules implementation.It may promote social harmonious development and urbanization process.Furthermore,to give a salutary example for similar king of work in other places.
