Research On Mobile-Government Application In The View Of Seamless Government Theory

With the integration and development of information and communication technology and network technology, the traditional e-government is not able to meet the needs of modern government management, the mobile government came into being as a new ways of providing public services. Mobile government is considered to be the extension of e-government in the mobile terminal, and build a bridge of communication between businesses, citizens and the government. It inherited some of the advantages of e-government, break the geographical boundaries of the e-government, reduce management costs for businesses and citizens, provide effective, efficient service, civic awareness, and increase government transparency and prevent corruption. Then provide a more convenient and personalized service for citizens and businesses, and the information resources are shared.This paper is divided into five parts:the first part of the introduction, description of the background and significance of the thesis, research status, ideas and methods of the study, the possible of the research framework, explicit the limitations and problems of the current study; the second part through some of the theory (such as:reinventing government theory, the theory of seamless government, customer relationship management) to prove mobile government have a certain foundation for the development; the third part of the mobile government application status in China, through questionnaires, SPSS19.0analysis to identify the deficience of the current government, pointed out that the basic problems faced by the government in the continuous development conditions; the fourth part under the guidance of the seamless theory of government and citizen relationship management, propose the relevant countermeasures of building mobile government; part V made a brief summary of this article, as well as may be forward-looking outlook on the future development of mobile government.This paper adopts the method of literature analysis, network questionaire survey method, combination of qualitative and quantitative analysis method, statistical analysis method, Starting from the empirical study, finding the information gap between citizen and government. To analyze the influence on the development of mobile government from the mobile communication technology, mobile e-government platform, civic awareness and several government promotion of dimension. Not only improve the level of the government’s management and services, the quality of many public satisfaction also has dramatically increased. The development of China’s mobile government was hesitant before, mobile government is still a certain lack of understanding and promotion. And break the development view of mobile government from the perspective of the government, in turn from the citizen satisfaction, citizen awareness perspective to identify the factors that influence the development of mobile government process. Through the theory of seamless management to make up the gap in public management and service, to identify the path that is consistent with the development of mobile government, work together to build a new mode of public administration, vigorously promote the development of mobile government, to build seamless between the government and citizens.
