Research On The Development Of Mobile-government Based On Seamless Government Theory

This is an era of constant change. Reviewing the past, each social change in human history has a significant impact on political, economic and social life. At present, the new era of information represented by the Internet technology has changed government’s administrative environment and has led to a new government reengineering movement around the world. The theory of Seamless Government by Russell·M·Linden provides detailed theoretical strategy for government reengineering. With the rapid development of mobile communication technology, Mobile-Government, as an extension of the traditional e-government, provides a new path to meet the needs of citizens and build a "seamless government".In this paper, some research methods are used to put forward, analyze and solve problems. It is an era when information technology develops rapidly, which brings challenges and opportunities to the government. This paper focuses on the theory of Seamless Government and apply this theory to establish an empirical study on APPs of 31 provincial governments, which analyzes current situation of the Mobile-Government’s development in China. Furthermore, the author puts forward the government motivation, existing problems and possible suggestions with the theory of Seamless Government.The main conclusion of this research includes three aspects. Firstly, in the empirical study of Mobile-Government, the development situation of regional government in China can be categorized into four kinds. Secondly, the government motivation includes political legitimacy, leaders’ support and participation, and the seamless cooperation between government and enterprise. Thirdly, this paper raises the problems between government, citizen and enterprise, and it also puts forward suggestions such as government reengineering, citizen-oriented public service and business thinking of the government.Mobile-Government represents the application of information technology in the management of public affairs. Based on the theory of Seamless Government and practice of our country’s Mobile-Government, this paper might provide some approaches to understand the "seamless government" more correctly and promote the further application of Mobile-Government in China.
