Problems And Solutions Of Supervision On Charitable Organizations In China

With the rapid development of economy and society, the pattern of social interests is changing. The gap between rich and poor is widening and all kinds of social contradictions are emerging constantly. As an important supplement to China’s social security mechanism, philanthropy plays an important role in helping poor people and alleviating social contradictions. Charitable organizations, as part of third sector, belong to the social area driven by moral strength and the spirit of volunteerism, which means that the impact of philanthropy on the whole society is fatal if it loses norms. Therefore, building a sound supervision mechanism on charitable organizations is an important guarantee for the healthy development of philanthropy.The development of China’s philanthropy experienced quite a shock in2011, with the exposure of a series of events that trigger a crisis of confidence in charitable organizations. The credibility of charitable organizations declined and development of philanthropy also bottomed. These phenomena expose many problems that exist in China’s charitable organizations, especially the enormous challenge of supervising the profit-seeking behavior of charitable organizations, thus demonstrate that China’s charitable organizations need to get a further supervision. Therefore, researching on the supervision on charitable organizations has some practical significance.With this background, this paper concerns on China’s supervision on charitable organizations. Based on sorting out and analyzing historical development and current situation of China’s supervision on charitable organizations, the author try to analyze problems that exist in China’s supervision on charitable organizations from aspects of government supervision, self-supervision, society supervision and legal environment, and perform targeted analysis on the supervision on the profit-seeking behavior of charitable organizations, and then propose countermeasures that contribute to strengthening the supervision of China’s charitable organizations to improve the transparency and credibility of theirs and guarantee the healthy growth of charitable organizations in China.
