With the occurrence of a series of negative events, such as the scandal of Guo Meimei andChina’s Red Cross Society(the Guo Meimei case), the China-Africa Project Hope and the HuManli case, it reaches the lowest peak in2011that the public’s trust on the domestic charitableorganizations. It results in the sharp decline of the donation value, equivalent to only354.86hundred million yuan. The ongoing outbreaks of the accountability crisis would bring seriouslydamage on the healthy development of the philanthropy of China. According to the presentsituation of China Charity, this paper proposes several concrete resolutions, based on the genesisanalysis of the accountability crisis and the references from related theoretical researches andadvanced experience of Western developed countries.There are five major sections in this paper. The first part is the preface, mainly expounded theresearch background and significance, and introduced the research results on domestic andinternational on coping with the accountability crisis of charitable organizations. It gives atheoretical overview of the concept and connotation of the charitable organizations and theaccountability. The second part is to describe the outbreak of accountability crisis of the charitableorganizations in China, point out that its direct manifestation is the deeply declination of charitydonation, and finally put forward that its long-term effects is the impact on the healthydevelopment of the philanthropy. The third part is to analyze the three major causes of theaccountability crisis of our charitable organizations. One is lacking of transparency in thephilanthropy, the second is the management system and mode of our government and the last oneis lacking of modern philanthropic idea of the citizens. The fourth part is to learn from theadvanced experience of the foreign philanthropy, to analyze how they cultivate the modern conceptof charity, and how to deal with the relationship between the government and charitableorganizations and how to make the charity work more public and more transparent. On the basis ofthe previous cause analysis, theory and experience, this paper finally puts forward the concretesolution that can be improved from five aspects as follows: perfecting the relevant policy and lawsystem, rationalizing the relationship between the government and charitable organizations,strengthening the internal management of charitable organizations, enhancing multilateral externalsupervision, focusing on the cultivation of the modern philanthropy concept and charitableatmosphere.
