Zhejiang Zhoushan Islands New District Administrative System Reform

The twenty-first Century is the century of ocean. Under the background of theimplementation of marine strategy in China, the State Council approved establishment ofZhejiang Zhoushan Archipelago New Area in July2011. This is the first national strategicnew area with the theme of marine economy in China. Zhejiang Zhoushan ArchipelagoNew Area wins the favor of nation with its rich marine resources and individualgeographical advantage. However, it has many challenges needing to be overcome. Therigid pyramid administrative system is becoming the bottleneck of economic developmentof the area，the responsibilities of internal departments are unclear and the phenomenon ofdisputing over trifles and chaotic management occurs.In order to solve these problems, after expounding the opportunity and challenge ofthe reform of administrative management system of Zhejiang Zhoushan Archipelago NewArea, this paper analyzes the reform model of the administrative management systemabout the first three state-level new areas and the reform of marine administrativemanagement system at home and abroad. Through above analysis, the useful experienceand enlightenment is acquired. At last, this paper combines these experiences with thereform practice of Zhejiang Zhoushan Archipelago New Area to find the way of promotingthe marine economic development of Zhejiang Zhoushan Archipelago New Area. Finally,find the way to construct the administrative management system of a strategic andpowerful nation. This also can provide reference for other new areas and make our nationalnew areas develop better and faster.From the present situation of administrative management system about ZhejiangZhoushan Archipelago New Area, and combining the reform of the marine administrativemanagement system with the administrative management system of national New Areas,This article aims to study marine administrative management system of national new areaswith theory and practice, mainly include the following contents:The first part: In the part of introduction, the research significance, research purpose,domestic and foreign research review, the main viewpoints of scholars, research route, research methods, innovation and deficiency are elaborated.The second part: The present situation of administrative management system aboutZhejiang Zhoushan Archipelago New Area is introduced.The third part: the opportunities and challenges of the reform of administrativemanagement system about Zhejiang Zhoushan Archipelago New Area are analyzed.The fourth part: this part summarizes the reform mode of administrative managementsystem about our first three state level new areas and gives beneficial experience toZhejiang Zhoushan Archipelago New Area.The fifth part: this part summarizes the status of the domestic and foreign marineadministrative management system and gets the enlightenment of constructing the systemof maritime administration.The sixth part: the Countermeasures of the reform of Marine Administrativemanagement system about Zhejiang Zhoushan Archipelago New Area are put forward.Combining the reform of administrative management system about national new areas withthe reform of marine administrative management system, and puts forward the reformproposals to Zhejiang Zhoushan Archipelago New Area.The seventh part: on the base of summarizing the dissertation, the conclusion pointsout the general idea of reform.
