A Exploration Of The Development Of The Law-ruled Society In Zhoushan Archipelago New Area

Zhoushan has many islands,rich fish and salt,long coastline,and many deep-water harbors,and has geographical advantages and resource advantages.However,this advantage has not been realized for a long time.On June 30,2011,the State Council approved the establishment of the first state-level new area with the theme of marine economy,the "Zhoushan Islands New District." Zhoushan development has embarked on the fast track.In September and October 2013,President Xi Jinping put forward cooperation initiatives to build the New Silk Road Economic Belt and the 21 st Century Maritime Silk Road,the Belt and Road Initiative.In order to tie in with the "Belt and Road" and the major strategy of the Yangtze River Economic Belt,the China(Zhejiang)Free Trade Experimental Zone was formally established in Zhoushan on April 1,2017.The Zhoushan Islands New District undertakes a series of national strategies such as the Free Trade Experimental Zone,the Jianghai Transport Service Center,the Green Petrochemical Base,and the China-Australia Modern Industrial Park.The coming period will be a major turning point for its realization,with both opportunities and challenges.2019 marks the 70 th anniversary of the founding of New China and the 20 th anniversary of the establishment of the rule of law.The development of Zhoushan Islands New District needs the escort of the rule of law society.A good rule of law society will also help the development of the Zhoushan Islands New District.Especially during the period of great development,it is of great significance to discuss the construction of the rule of law society in the Zhoushan Islands New Area.In the process of building a law-based society,the Zhoushan Islands New Area advocates the authority of the Constitution and laws in political,economic and social life,fully implements the new principles of scientific legislation,strict law enforcement,fair administration of justice,and the observance of the law by the whole people,and has an orderly social,political,economic and social life.However,a series of hot issues have emerged: how to reform the traditional household registration of islands that have survived for half a century,how to carry out the funeral work with rich island characteristics under the limited land area,and how to better integrate the social problems caused by population movements with the construction of island new areas,are all people's attention.This paper mainly aims at the current Zhoushan islands new area in the construction of the rule of law in the "household registration system reform","funeral work" and "population flow" related to people's immediate interests and other hot issues to conduct an investigation and discuss.Through understanding the brief history of Zhoushan's "household registration","funeral" and "population",this paper discusses its development status,analyzes its problems in the construction of the rule of law society in the new district,and puts forward countermeasures and suggestions.Hope to provide a certain reference for the construction and development of Zhoushan Islands New District.This paper holds that,on the basis of the rule of law,the new district of zhoushan islands should not only seize the opportunity to achieve development,but also ensure that the island culture of zhoushan is inherited and adapted to the construction of a law-based society.
