Research On The Quanzhou MSA Talent Management

As the first national new district which theme is "marine economy", the islands of Zhoushan New District of Zhejiang has the historical task of "First try first". This is both a rare opportunity for development, and an important practical challenge. Whether the islands of Zhoushan New District of Zhejiang can develop healthily and highlight the national marine economic development strategy of "bridgehead" effect is influenced by the local administrative system and administrative service management concept to a large extent. Administrative structure optimization of Zhoushan islands area, eploration of the reform of the administrative system, the real implementation of "flat","small government, big society" administrative system and social governance, and improvement of administrative efficiency and flexibility adapt to the objective requirements of economic and social transformation and the development of the society.First of all, based on the current situation of administrative management system of the islands of Zhoushan New District of Zhejiang, by linking theory with practice, this article gives some advice to improve the national district administrative management system, and analyzes on the current system of administrative management of the islands of Zhoushan New District of Zhejiang, especially a deep analysis of the key direction of the reform, the reform of the importance, necessity and feasibility, obstacle of reform of system and mechanism. Secondly, the article gives a comparison of experience and Enlightenment of Taiwan, Hongkong, Singapore and Chinese mainland Shanghai Pudong New Area, Tianjin Binhai New Area, Chongqing Liangjiang New Area and other domestic and foreign administrative management system reform, aiming to provide reference for the reform of the administrative system of the islands of Zhoushan New District of Zhejiang. Last, On the basis of the above, this article puts forward some countermeasures and suggestions on the islands of Zhoushan New District of Zhejiang administrative management system reform.
