Provide high quality meteorological service is the requirement of the party in power and the government, it’s necessary for development of social and economic, and it’s also the responsibility for China Meteorological Administration. In the past few years, the Meteorological Administration of Tibet Automatous Region did hard for the purpose of improving public meteorological service, enlarging the fields of meteorological service, enriching the product of meteorological service, perfecting the system of meteorological service, strengthen the function of social management and public service, and made a obvious progress.But there are still some problems and challenges in the development of meteorological service. Especially, the unclear position and the lack of institutional innovation of meteorological service is unfit for construction the service-oriented government. For the Meteorological Administration of Tibet Automatous Region, the backward capacity building, the weak support of Science and technology, the imperfect organization, the lack of human resource, are so unfit for the requirement of developing modern meteorological operations and the construction of meteorological modernization. In the research and explore to the public meteorological service system construction, the Meteorological Administration of Tibet Automatous Region is almost never do anything in planning and confirmation, especially in innovation of the social meteorological administration.So, according to the function and position of public meteorological service in Tibet Automatous Region, think of social administration, public meteorological service and the need of social, for the purpose of strengthen and innovation social administration, enhanced ability to public meteorological service, Provides the demonstration of the public meteorological service system for Farming and animal husbandry and ecological civilization construction, in difficult areas and extremely frigid zones, to explore the practical of public meteorological service in Tibet Automatous Region from the point of public management, is very important.In this paper, base of present situation and requirement analysis, the writer wants to sum up the problems faced in construction of public meteorological service in Tibet Automatous Region, such as the ability, the input, the human resource and the social management of meteorological service, and accordingly, put forward some useful advisements.
