Public institutions are an important force in China's socialist modernization.Therefore,the reform of the party and state institutions has made new arrangements for the reform of public institutions.With the development and leap of the economy after China's reform and opening up,the people's living needs have also become very large.The change.Institutions are the product of a planned economy.In order to better meet the needs of society and development,the content and direction of institutional reform have been constantly explored.Among them,how to improve its work efficiency and activate its economic vitality is the focus of public institution reform.This article takes the Guangdong Provincial Meteorological Public Service Center as the research object and conducts relevant research on performance management.Based on this research,it provides part of the basis and reference for the related research of other public welfare institutions.Guangdong Meteorological Public Service Center is a public welfare second-level institution directly under the Guangdong Meteorological Bureau.It is mainly responsible for the production of provincial public meteorological service products,the popularization of meteorological science,the organization of scientific research and cooperative exchanges of meteorological services,and the public A series of scientific research,development,cooperation,promotion and application of meteorological services and responsible for various types of paid meteorological services and service benefit evaluations carried out in accordance with the law.After the reorganization,the unit optimized the performance management system at the time according to relevant policies and actual conditions.However,with the reform of the state institutions and the business development needs of the unit,the hidden problems of the original performance management system of the center gradually began to be exposed.It becomes sharper.Therefore,this article will focus on the center,analyze the original performance management of the center,and find out the main problems of the center's performance management system through interviewandquestionnaires.And analyze the reasons for it,and then explore optimization and improvement measures to ensure that the center's performance management system can run well.
