As an important part of project management, project risk management was widely used in defence equipment projects, large construction projects, as well as research and development projects. In this thesis, the research status of project risk management in China was described, and the current theory points, management models and applications of project risk management on the research and development projects were also described in details..Jacking unit is one of core equipment of self-elevation platform. The production of the jacking unit is typically a research and development project, which its life span covers design, engineering and production processes. To ensure the smooth completion of its project goals, the project team should execute the jacking unit project by introducing the concept of project dynamic risk management, as were done in other research and development projects. On the basic of risk management theory and project risk management system cycle processes, the author analyses the typical risk events which are present in different phases of the project life cycle and the risk characteristics of jacking unit research and development project, and constructs a dynamic risk management cycle of the jacking unit research and development project, Dynamic risk management cycle can help project managers to effectively decrease the level of project risk, and realize the project risk management goals.Further, some unique risks of jacking unit research and development project existed in offshore engineering and construction industry were identified in this thesis. Finally, the author proposes a concrete risk assessment standard,a assessment criterion and a risk assessment model by combining Delphi method and matrix analysis method. More significantly, the author has ever introduced the above proposed risk assessment criterion and model into an ongoing project, i.e. SJ750type jacking development and research project. The investigated results reveal that the proposed risk assessment criterion and model can effectively control the project risks and reach the project goals for the jacking unit research and development project.
