In the world today, the problem of energy shortage is increasingly prominent. The development and utilization of geothermal energy has opened up a blue ocean for energy. It is estimated by the scientific community that the total energy inside the earth is about170 million times of the total known coal reserves of the earth.Geothermal resources, which are stored in the crust, contain geothermal fluids, geothermal energy and their useful components for development and utilization.Compared with traditional fossil energy, geothermal energy has large reserves, renewable energy and no pollution to the environment. It has the advantages of environmental protection, cleanness and local use.Due to the increasingly serious problem of air pollution,it has become a trend to replace traditional fossil fuel heating with clean energy. As a kind of clean energy, geothermal energy has attracted great attention from all walks of life. However, there are many unpredictable factors in the development and utilization of geothermal energy, such as high development cost, small exploitation water volume, low water temperature and other potential risks, which may cause direct or indirect losses to the development of the project. In this paper, the C geothermal heating project is taken as the research object. The first step is to obtain the relevant information of the project through field surveys and other ways to understand the basic situation of the project, the problems in risk management and the causes;Second,by referring to the development and research status quo of project risk management at home and abroad, and combining the specific situation of the project and the current situation of risk management, the risks in the four stages of decision-making,preparation,construction and operation are identified one by one through field research and Delphi method, and 16 main risk factors are obtained; The third step is to weight all the identified risk factors with the analytic hierarchy process to determine the importance of each risk factor, and then calculate the risk assessment value of the project with the fuzzy comprehensive evaluation method to determine the overall risk level of the project; The fourth step is to take corresponding measures to control and manage the risks according to the risk factors and their importance in each stage of the project, and to ensure the normal risk management of the project by formulating various safeguard measures.Step 5: During the development of the project, monitoring, early warning and emergency safeguard measures shall be formulated to ensure that risk response measures are put in place and finally achieve the risk management objectives set at the initial stage of the project.Through the analysis and research on the risk management of C geothermal heating project, this paper plays an important role in the development of the project. At the same time,it provides a reference for similar geothermal development projects, and has a certain complement and improvement to the current domestic research on risk management in geothermal resource development.
