| Since the post-industrial age, human society has entered a“risk society”, withvarious natural and man-made accidents, and frequently occurred disasters. How toensure the public safety of life and property in the complicated environment is amajor issue in public administration. Chinese megalopolis has entered acomprehensive transportation hub construction period. Integrated transport hub inmegalopolis, not simply as transport hub across the regions, but bears factors of theformation of various resources, and of great social and economic benefits. Itenhances regional economic ties, relies on the city’s radiation and the impetusfunction, and develops as the economic center of the city. In addition, thecomprehensive transportation hub in megalopolis often has the characteristics oflarge-scaled facility, high building intensity, large and highly concentrated passengerflow, complex transferring types and approaches, and overlapping relation betweenmanagement interface and property division. With such a complex construction ofhigh density, high speed, large scale, and high population concentration, the conceptof public security will become increasingly prominent. Therefore, the establishmentof emergency management system of megalopolis comprehensive transportationhub is inevitable, and the relevant research on emergency management of large citycomprehensive transportation hub is also of great significance.Based on the above understanding, this thesis conducts the research to theemergency strategy for large city comprehensive transportation hub. The emergencymanagement refers to the systematic project concentrating on the full life cycle andthe risk prevention of integrated transport hub. It emphasizes that the managementof the comprehensive transportation hub should strengthen risk prevention andemergency response in the three stages of planning design, construction andmanagement of operation. Horizontally, there must be a clear division of labor andcooperation among the government, social organizations, operators, individualmembers of the public, between the relevant government departments, and amongauthorities, expert system, emergency center, material supply and other emergency management systems. The improvement of these factors should be paid moreattention. Vertically, on the one hand, the comprehensive transportation hubemergency management needs a clear thought: risk assessment, risk identification,initial management of localization, improvement of emergency plans and finally thefurther study. On the other hand, it is important to penetrate the public security intothe management in various planning and design, the construction of comprehensivetransport hub construction, management and operation of the process. And carrythrough the work arrangements with emergency management. Overall,administrative centralization is also very important for the megalopoliscomprehensive transportation hub emergency management.The thesis elaborated the motivation and research basis of large citycomprehensive transportation hub in emergency management. This thesis analyzesthe emergency management system from the perspective of subject, object andenvironment factors. Based on the investigation of emergency management systemin Shanghai Hongqiao comprehensive transportation hub, the thesis analyzes ofbeneficial experience and enlightenment from the emergency management ofHongqiao comprehensive transportation hub in its planning, construction andoperation. Finally, the thesis integrates the ideas and strategies for large citycomprehensive transportation hub emergency management, based on thecomparative study of New York and Tokyo city emergency managements.The author of the thesis believes that, the integrated emergency managementof megalopolis comprehensive transportation hub is an overall emergencymanagement system arrangement, which is under the guidance of integratedphilosophy, combined with the related factors in megalopolis, according to thespecific integrated transport hub project, through the planning and design,construction, operation of the full life cycle, emphasizing the integration of resources,the process, and the use of scientific method. It bears the qualities of politics,entirety, developments, whole process, whole risk, integration, resource adequacyand performance guide. The thesis expounds the strategic position, connotation andcharacteristics of the emergency management in large city comprehensive transportation hub. This thesis continues to put forward the objectives and principlesof the management. It concludes that under the principles of full life cycle,systematic principle and emergency decision, the management aims to give full playto the emergency management system function of the comprehensive traffic hub,and to realize the emergency disposal, normal operation of comprehensivetransportation hub and the megalopolis public security. In this sense, the emergencymanagement will protect the public life and property safety, and promote emergencymanagement normalization in comprehensive transportation hub. The thesis tries toexplore the specific strategies of the emergency management of integrated transporthub in large city. The management is to strengthen emergency preparatory stage ofcomprehensive transportation hub planning and design, to strengthen thesupervision and management of integrated transport hub construction, to improveemergency management system in comprehensive transportation hub government,to construct a multi-agent emergency management network, and to present a publicemergency response as a whole. |
