Research On The Evaluation Of Enterprise Emergency Management Ability

At present,coal enterprises will still be the energy pillar industry in our country for a long time,and Heavy accidents often occur as a result of the low level of overall emergency management ability in coal enterprises.In recent years,the importance of coal mine emergency management has been increasing with the importance of coal mine safety in China and has also attracted more and more attention.It is urgent to improve the emergency management capability of coal mines and reduce the huge losses caused by coal mine accidents.Therefore,it is of great practical significance to evaluate the emergency management ability of the coal mine.First,the concept of coal mine emergency management capacity is defined through summarizing and analyzing the research status of emergency management at home and abroad,and the characteristics of coal mine production and accidents are analyzed,so as to lay a theoretical foundation for building the index system of coal mine emergency management capability.Secondly,this paper build the evaluation index system of coal mine emergency management capability from the whole process of coal mine emergency management through drawing lessons from the PPRR theory of crisis management and the corresponding standards,norms,laws and regulations starting.The index system is divided into three layers,with 3 indicators in level one,10 indicators in level two and 30 indicators in level three.For example,the level one includes the emergency preparedness,emergency response ability,emergency recovery capacity.And the level two includes the monitoring and warning capabilities,emergency training capabilities,emergency resource preparation capabilities,organizational system building capacity,accident information transmission capacity,disaster recognition and control capabilities,command and decision-making capabilities,accident rescue capabilities.Lastthe weight of the evaluation index of coal mine emergency management capacity is determined by the combination of quantitative and qualitative IAHP method,and the evaluation model of coal mine emergency management capability is built by fuzzy comprehensive evaluation method.combined with the characteristics of coal mine emergency management ability index system,determine the weights of evaluation indexes of coal mine emergency management capability of IAHP using the method of quantitative and qualitative,can better reflect the importance of each factor on the impact of coal mine emergency management capability.the emergency management capability of a coal mine in Henan was evaluated.According to the level of classification,the overall level of the emergency management ability of the mine is better,but the level of hazard identification,emergency funds,related rules and regulations,etc are poor,and need to be improved.
