Recently, increasing number of scholars has great interest in the constructionand management of protected areas (PA), especially terrestrial ones which is morelikely to be affected by human-being. Recent researches are mainly focus on the aims,location, environmental impact assessment and the models of PAs and the practice ofthe PAs. I had Caohai protected areas as case study and aimed at analyzing the impactof the community-based protected area. After analysis the shortage and the advantageof the protected area, it is necessary to have the experience of Caohai protected areaexpanded to other place with similar situation.I got the qualitative data by the structured-interview with the staff in Caohaiprotected area and the village cadres. After the analysis of collected data, I concludedthat the construction of Caohai Protected area has greatly impacted the environmental,economic and social development in the local ethnic community. However, because ofthe shortage in scientific and financial support, law and relevant regulation,eco-compensation mechanism and relevant industries, the effectiveness of theprotected area have been greatly reduced. Measures should be taken to invert thesituation. Firstly, it is necessary to enhance the management of the protected area andclearly define the eco-functional zone. Secondly, protected area relevant industriesand equality in benefits distribution are the key points for the harmonious relationshipbetween protected area and the local people. Finally, attracting more participants,especially government into the protection work and increasing the quality ofeco-compensation are also significant in community-based conservation.
