With the hot topic of global warming, the greenhouse gas emissions have become the core issue of global sustainable development and tackling climate change. Making a list of the greenhouse gas emissions can help us clearly understanding the sources of regional emissions and emission structure, mastering the emission characteristics and trends, and it provides a basis for setting proper emission reduction targets and making a scientific and effective emission reduction scheme. Besides, it’s conducive to the effect evaluation and correction of the existing emission reduction measures.Based on the case of Ningxia Hui Autonomous Region, this issue takes GHG accounting methods recommended by 《The2006IPCC National Greenhouse Gas Inventories Guidelines))and《The provincial greenhouse gas list preparation guidelines)). Through access to statistical data, we make the gas emissions accounting of CO2, CH4and N2O in energy activities, industrial processes, forestry, agriculture, and waste disposal five departments of the Ningxia Autonomous Region. According to the greenhouse gas emissions per capita, greenhouse gas emissions per inch, ten thousand yuan GDP greenhouse gas emissions and carbon emissions index, we analyze greenhouse gas emissions in Ningxia Hui Autonomous Region and make cities-spatial analysis in every city. Setting the "baseline scenario" and "low-carbon scenario", we make prediction analysis on the scenario greenhouse gas emissions in2020through the regulation of different variables. Expansion the Kaya formula and using LMDI factor decomposition method, we explore the impact factors of regional greenhouse gas emissions. we propose the green development model suitable for the study area. The paper draws the following conclusion:(1)The region greenhouse gas emissions represented an increase in1995to2011. the region greenhouse gas emissions is17372.81×104tons, had an increasing of18.99%. The greenhouse gas emissions in all prefecture-level cities of Ningxia increased in2011and Shizuishan city emissions is the largest. The city greenhouse gas emissions in2011from large to small:7591.98×104tons in Shizuishan,5183.60×104tons in Yinchuan,2900.76×104tons in Wuzhong,1511.26×104tons in Zhongwei, and243.99×104tons in Guyuan.(2) The greenhouse gas emissions in every department also increased. The percentage of greenhouse gas emission in energy activity increased from62.29%in 1995to more than87.49%in2011, and forestry carbon absorption represented an increase in general. The CO2、CH4and N2O emissions increased year by year, and CO2is the largest contributor to global warming, The percentage of greenhouse gas emissions in CO2emissions increased from57.39%in1995to90.34%in2011, mainly produced by fossil energy consumption.(3)The greenhouse gas emissions per capita increased from2.10t/cap in1995to27.17t/cap in2011, with the growth rate of17.35%. The greenhouse gas emission per area rose from1.84t/hm2in1995to29.32t/hm2in2011in the research period, with the growth rate of18.87%.(4)In the research area, the greenhouse gas emission of Million yuan GDP, the carbon emissions intensity and the energy intensity presented as undulate, which reached to the peak value in2004and assumed a steady trend in2008,illustrates the economic efficiency improved. In2011, the greenhouse gas emission of Million yuan GDP was8.19t/104yuan, the carbon emissions intensity was7.44t/104yuan, and the energy intensity was3.31tce/104yuan.(5) Ningxia index of greenhouse gas emissions increased from0.06in1995to0.74in2011. During1995~2003Ningxia was in the low-carbon emission level, during2004~2009was in the middle-carbon emission level. It has been in the high-carbon emission level from2010, and the carbon emission reduction work is still very long. In2011,Yinchuan and Shizuishan were in the high-carbon emission level,Wuzhong and Zhongwei were in the middle-carbon emission level,Guyuan was in the low-carbon emission level.(6) In these two cases, the "low-carbon model" has a reduction of13226.65×104tons less greenhouse gas emissions than the "referencing model". In the influence factors of greenhouse gas emissions, the growth of per capita GDP promoted the strongest effect on greenhouse gas emissions, energy intensity exerted inhibitory effect on greenhouse gas emissions.Based on this conclusion, we proposed the green development countermeasure suggestion for the study area. Future development work should focus on optimizing the industrial structure, more use of low-carbon energy, updating the production technology, scientific energy reduction and trying to achieve harmonious coexistence of economic construction and environmental development.
