With the development and application of new processes and technologies, the industrial processes develop rapidly in the direction of continuous, large-scale, the number of hazardous chemicals involved in the process is increasing. Because of the characteristics of hazardous chemicals and apparatus for a large-scale, once the control is unfavorable, it may cause an accident or even a disaster, resulting in the interruption of production and endanger human life and property. Therefore, the research of prevention and control of hazardous chemical accidents and emergency rescue has important practical significance. This paper aimed at the prevention and control of hazardous chemical accidents and emergency rescue linkage system to carry out related research.(1) Through the analysis of the hazard identification, hazardous source management, emergency management, geographic information, computer simulation and other functions of hazardous chemical accident prevention, control and emergency linkage, building the prevention, control and emergency response system design structure. Based on the Access database platform, establish the relational database; meet the transmission and analysis of information data between the main system, as well as the release and return of the command system command.(2) According to the content of the hazardous material safety data requirements information, based on VB/Access development platform, design information retrieval subsystem of hazardous chemicals, provide command system including physical and chemical properties of hazardous chemicals, toxicology information, first aid measures, fire fighting measures, leak emergency response data and so on, through the open data window of the system, the chemical information data can be query, add and modify.(3) In accordance with the need of hazardous chemicals enterprise perimeter and area of the accident dynamic geographic information analysis for the chain of command, base on the Map API map application technology, use the API/VB development structure, design GIS geographic information subsystem command system, the system calls the Maps API for local search, route planning, satellite map display data service functions. When the accident occurred, the system geo-target the area and get the surrounding terrain, river, residential areas information, etc, and the accident simulation results can be displayed in the Geographical Information window, provide technical support for the emergency rescue.(4) The main system based on VB/Access development platform, design hazard management, emergency management, computer simulation, emergency aid tools and so on. Hazard management module according to the needs of user provided the information of accident prevention and control, hazard identification, tank farm reservoir data, etc, realizing data monitoring sources of danger in the enterprise or regional data. Emergency management module combined with GIS information system for the disposal of the accident with emergency resources, optimize emergency routes, emergency plan to assist rational linkage between emergency rescue personnel. Calculation module can count deaths radius and the loss radius of the fire and explosion, leakage simulation, according to the scene of the accident, and provide technical support for the emergency. The emergency aids tool module provide the system with laws and regulations, accident cases, meteorological information to assist in the daily prevention and control of the level of safety management and accident emergency rescue efficiency.Finally, take liquid chlorine spill emergency drills as an example, the prevention and control and emergency response linkage system of hazardous chemical accident is applied to the scene of the accident emergency response, providing emergency management, geographic information, accident simulation for emergency drills. The system can realize the mutual transmission of emergency information, the effective linkage of the emergency services, emergency optimal allocation of resources and other functions, offering timely and effective technical support for liquid chlorine emergency drills to achieve a system of emergency drills results.
