With the development of economy and society, there are a great number of dangerous chemicals to be transported to different areas by various tranasportation means, espatially by highway. The accidents of chemical transporting and social security accidents could easily happen , because of lacking of supervision to these transportable hazards and the work of effective emergency rescue being carried out in time after an accident, which threatened the security of people's life and property seriously and caused extremely bad influences on social. In this paper, this paper put foreword and disussed the characteristic of accidents of transportable hazards , and analyzed the accident-causing theory on the accidents of transportable hazards. In conclusion,to avoid accidents,it was necessary to strengthen the safety monitoring on transportable hazards. To supervise of transportable hazards, first,we analyzed the supervision theory and discussed the theory on the dynamic safety monitored control of transportable hazards by applying GPS,GIS,GPRS technologies combined with computer network. Dynamic safety monitored control system for transportable hazards can be achieved by analyzing of the subsystem of terminal carried by vehicle and dynamic monitored control platforms. On the basis of the actualization of the dynamic monitoring and control,we studied the major accidents of transportable hazards: leakage , fire and explode. Results that the models for simulation of these accidents were applied combined with example were given in this paper. Finally,we focus on the emergency rescuing and relevant emergency response protocol of transportable hazards after the accidents.
