As one of the major energy sources in the world, petroleum is of great importance to the country. With China’s rapid economic development, the crude oil import volume of China has amounted to271million tons in2012with the dependence rate on imported crude oil of57%which is higher than the warning line of50%. However, there are great risks, as the Middle East, the major crude oil import area of China, is in turbulence with single transport channel. Therefore, China must facilitate its domestic oil-gas exploration to reduce the dependence on imported petroleum. The ground construction engineering of the oilfield is an important part of the oil construction project. Thus, it is of great importance to strictly control the construction costs of ground engineering of the oilfield and reduce the costs to improve the investment benefits of the oilfield.In this article, the project cost management theory is applied to figure out frequently existed questions in the cost management decision-making, design, bidding&tendering and construction phases based on analysis of present situation of oil field surface engineering cost management, and corresponding solutions are put forward, including improvement of investment estimation accuracy, quota design, standardized design, strengthened review of design estimate and budget, strict bidding and tendering process, strengthening the construction cost management, strengthening contract management, etc. to finally improve the level of oil field surface engineering cost management. Finally, the above-mentioned specific methods have been applied in the4th united station. It is proved through the practical examination that above methods are maneuverable, with relatively good effects. Thus, it is of certain guiding significance for the oil field project cost management.
