| Water resources is a basic material basis of survival and development of humansand all creatures. With the increasing population and rapid economic and socialdevelopment on a global scale, the contradiction between the limited water supply andpopulation growing more and more prominent. Water scarcity has become aconstraining or even the threat to sustainable human development. Droughts waterscarcity, scarcity of water resources in Beijing on the one hand, on the other handpopulation is rapidly expanding in Beijing, how to ease the increasingly acutecontradictions between Beijing water resources and population, how to make thedevelopment of water resources and population of coordinated, has become a problemneed to be urgently addressed. Water resources carrying capacity related to economic,social and environmental aspects. Scientific understanding of the population carryingcapacity of water resources is an important foundation of scientific development, themitigation of these contradictions in Beijing.This article first summarizes and analyzes the present status of research of thepopulation carrying capacity of water resources, including the analysis of the researchideas and research methods. On this basis, the paper defined the concept of thepopulation carrying capacity of water resources and discussed the theoretical basis ofthe population carrying capacity of water resources base, including the sustainabledevelopment and the population-economic-water resources coupled theory. Thisarticle explains the theory of sustainable development as the theoretical origin of thepopulation carrying capacity of water resources, clear sustainable development theoryto the guiding role of the population carrying capacity of water resources research.Based on and guided by these theories, This paper established Populationcarrying capacity of water resources model. The model including water constraints,the calculation formula and the evaluation of the degree of population carryingcapacity of water resources. Water constraints include the total supply and demandconstraints, economic constraints, reflecting the requirements of the sustainabledevelopment theory and population-economy-water coupling theory.Based on the above theory with the model, this paper conducted a quantitativeanalysis of the Beijing Water Population Carrying Capacity. This article first analyzesthe current development in Beijing, including the current situation of economicdevelopment, the population situation, water resources profiles, and agriculture waterconsumption, industrial water consumption, the water consumption of life, environmental water consumption the status quo and so on in Beijing, and thenanalysis and forecast the population and GDP of Beijing, and the water consumptionof the water sector estimates. This paper set a different water supply schemes,whichnot only consider the setting of local water resources in Beijing, includinggroundwater, surface water, also consider outward redeployment such as South-Northwater transfer.According to the different water supply schemes, this article apply theabove model to predict the population carrying capacity of water resources in the yearof2020in Beijing.Finally, this paper gives the research findings and policy recommendations. Dueto the increase of the outward redeployment of water, the Beijing population overall isin the range of the population carrying capacity of water resources can carry. In orderto increase the population carrying capacity of water resources, this paper considers avariety of measures to be taken on the one hand to increase water supply, the otherhand, inhibition of the increase in annual per capita domestic water consumption, suchas water-saving awareness through publicity, the price ladder, to adopt a newwater-saving technology. |
