Water resources are an important nature resources in the fields of social production and human lives. The growth of population and the rapid development of social economy lead to the serious crisis of water recourses, as a result people began to pay attention to the planning, development and use of water recourses. Water resources carrying capacity is the basic research subject in the study of water resources, it has important practical significance of the measurement of the support of the degree of the water resources system and of regional economic and social development, coordination of resources, the relationship between population and environment development.Wu Han city is chose to be the research center in this article, discusse the relationship between the basic theory of water resources capacity and the sustainable development, after fully understanding and analysis ofnatural geography and socioeconomic status, then, according to the statistics in the past years and the present state of exploitation and utilization of water resources to make a predict of theeconomic and social development trends and water requirement and supply in each division of Wu Han city in planning years of2020and2030, and analyzing the balance of supply and demand of water recourses under prediction state. On this basis, calculate and evaluate maximal population carrying capacity of water resources in each division of Wu Han city in planning years of2020and2030.Research shows, Water Resources Carrying Capacity of Wuhan city, from an overall point of view, Population Carrying Capacity of the next level of water resources is in low unsaturated state (ⅢC), which is higher than predicted population quantity, but the bearing capacity is decreased. Although the development speed of population is in the range of Water Resources Carrying Capacity,there is a certain accommodate space, but with the development of social economy and the improvement of people’s life quality, water using will also increase, saving water can not be ignored.Form the water resources carrying capacity in each division of Wu Han city in the future average years, the population carrying capacity of water resources is higher than predicted population quantity by635300and754600, in the Central City, and can increase and contain certain population, and are in low unsaturated state (ⅢC), the relationship between water and human being takes on sustainable development, Population Carrying Capacity in2030is higher than2020because of the people’s improvement of water saving consciousness; Dongxihu District is in low unsaturated state (ⅢC) in2030, and the overloaded people is1800and in low overloaded state(IC), the relationship between water and human being takes on unsustainable development state; It began to develop from low unsaturated state (ⅢC) to Moderate unsaturated state (ⅢB) in the level years in Hannan District and Xinzhou District, especially in Xinzhou District, where there are many Large and medium-sized reservoirs and enough remained water and the relationship between water and human being takes on unsustainable development state; While Caidian District is in low unsaturated state (Ⅲ) but the population carrying capacity decreased; Both Jiangxia and Huangpi District take on Overload phenomenon and in Low-grade overload state(IC).It can be relieved and Convert to low unsaturated state (ⅢC) andcritical state(Ⅱ) by the year2030, the relationship between water and human being takes on sustainable development state in Jiangxia District, while the relationship between water and human being is still in danger in Huangpi District.According to the present situation of the bearing capacity of water resources in Wuhan, after calculation and the result of evaluation, the count measures of improving the bearing capacity of water resources are analyzed from three aspects, rational planning and broadening sources of income and reducing expenditure, strengthening conservation and enhancing the control of water pollution and enhancing the uniform government of water resources and improving the relevant regulations.
