Water resource, one of the rarest natural resources for our survival and development, is a finite resource that others can't replace. Following the population's sharp increase, the economy's prompt development and the water environment's deterioration, the water scarcity has become a bottleneck that restricts the societal development in Hebei province. How to properly harmonize the relations between water resources and environment as well as between population and economic development has become an imperative question.Based on the summarization of research status quo of water resources carrying capacity (WRCC), the paper defined WRCC. Guided by sustainable development theory, the model for calculating WRCC is established by taking the "carrying population" as its integration index and using the system optimizing method. The model is for the maximum population in certain living level under water resource support .The model is calculated by taking Hebei province as practical example. Through computational procedure, WRCC in various flow-years (moderate flow-years and low flow-years) and under different living level is calculated. On the basis of the analysis and assessment of WRCC of Hebei province, the author brings forward the measures to enhance the WRCC in Hebei province.The paper can be divided into the parts as rollow:(1)The research status quo and development trend of WRCC. The paper mostly presents WRCC research history and development process about its concepts and models. Then the author defines the concept of WRCC.(2)The water resource in Hebei province and its exploiting status quo. This part summarizes water resource quality and quantity together with space-time distribution in Hebei province. Especially, the paper analyzes the amount of improvable water resource.(3) Calculational methods for WRCC. Firstly, WRCC's correlative theories are expounded and mathematical models of WRCC are established. Then, appraisal index system and classification system are introduced.(4)Calculation for actual WRCC of Hebei .The paper gives the regions to study, analyzes the improvable water resource for each area, as also as the ration of water resource for living , the benefit coefficient of using water resource for every industry. Lastly, confirms the living level and computes at WRCC.(5)The analytical result of WRCC in Hebei province. Evaluates the WRCC's types and analyzes the WRCC in each area under moderate flow-years and low flow-years.(6)The measures to enhancing the WRCC in Hebei province. The WRCC of Hebei province is very weak. Aiming at the actual circs for WRCC in Hebei province, the author brings forward the measures to settle the question in Hebei province.The intention of the paper is analyzing and estimating the WRCC of Hebei province impersonally and giving a reference for the water resource administrant departments. Looking forward to sustainable development between the human society and the system of the water resource healthily.
