Diagnostics is a very important part in Inertial Confinement Fusion. With the development of the experiment machine and the deeper of research, a device with higher time resolution and accuracy is needed to diagnose the irradiation of soft x-ray. Soft x-ray streak camera (SC) is an important device in ICF experiment for its high time resolution and space resolution. Based on the principle of streak camera, a flat response streak camera is designed, and the flat response photocathode has been calibrated.By analyzing the principle of streak camera, we find the spectrum response of streak camera is decided by its photocathode. By analyzing the principle of flat response XRD and bandpass flat reponse XRD, a theory for flat reponse SC has been come up with. A soft x-ray flat response SC and bandpass flat reponse SC is designed based on this theory.Considering the technology of micro-fabrication, the soft x-ray flat reponse photocathode is designed and fabricated. The spectum response of this photocathode is calibrated on the4B7A and4B7B x-ray device of Beijing Synchrotron Radiation Facility. The non-flat rate of spectrum reponse is23%and13.7%, and this result almost reaches the design request.
