New energy is also called the non-conventional sources of energy. Refers to the beginning of development and utilization of or are actively looking to be the promotion of energy such as wind power, solar energy, geothermal energy, ocean energy, biomass energy and fusion energy. New energy resources are low cost, but require high level of development and utilization of technology, the industrial development of high investment, high return, high-risk, high-tech and other characteristics. Effective supplementary means of the development of new energy industry is the entire energy supply system, environmental control and ecological protection measures, final energy options to meet the needs of sustainable development of human society. At present, development and utilization of new energy has become an important measure of world energy security, strengthen environmental protection, to address climate change. With the economic and social development, China’s energy demand continues to grow, energy resources and environmental issues have become increasingly prominent, speed up the development and utilization of renewable energy sources has become the only way for China to cope with the increasingly serious energy and environmental problems.In view of this situation, as the representative of the new energy in the wind and photovoltaic affect the cost factor analysis and costing model. The impact of the main factors of wind power and photovoltaic power generation costs, are construction costs, operating costs, maintenance failure costs, pursuant to which the cost of wind power in the wind under the influence of the model and photoelectric cost model under the influence of solar radiation. The statistical results showed that the wind speed and solar radiation on wind power and photovoltaic impact, direct impact on how much of the power generation and power generation costs. On this basis, the floating subsidy calculation model of government is been proposed. According to Four Seasons wind speed and solar radiation corresponding variation, while ensuring that the power firm profit unchanged under the proposed the floating government subsidies based on the changing seasons.a wind farm of Gansu Province as an example, the amount of subsidy calculated in the original fixed subsidy mechanism, compared to the amount of subsidy in floating subsidy model based on the changing seasons, can be found in this project a new model every year than the existing model of government to reduce the subsidy of10million. Such a model, not only to ensure the interests of the manufacturers of power generation, but also enhance the market competitiveness of new energy power generation gradually added to the normal bidding to lay the foundation for the future.New mechanism proposed can improve the subsidy mechanism, enhance the market competitiveness of new energy, optimize resource allocation, promote the development of electric power, and promote the reform of the electricity market, separating the building under government supervision, fair competition, open and orderly and healthy development of electricity market system. The proposed method is expected to provide a theoretical basis for the reform of China’s new energy market subsidy mechanism, and provide decision support for policy makers.
