The Dianchi Lake Watershed is the most densely populated and the most economically developed regions in Yunnan Province. With the rapid development of social economy and residents life unceasing enhancement, the water demand of Dianchi Lake Watershed also is increasing, but the current water resources quantity is far less than demand, as one of the severe water shortages across the country, the sustainable development of social economy severely restricts the Dianchi Lake watershed. Particularly affected by the continuous drought in recent years, the Dianchi Lake watershed water resources supply and demand contradiction became more acute, so need more comprehensive grasp of basin water resources distribution changes and system deployment, ensure the healthy and stable development of social economy in the Dianchi Lake watershed.It was collected the Dianchi Lake Watershed natural geography and social economic data, and based on water cycle, the system of river basin water resources allocation in scenario analysis, and puts forward relevant solution countermeasure, can provide reference for Dianchi Lake watershed water resources deployment and management. The main research results are as follows:1. According to rainfall, surface runoff and evaporation data which are from12meteorological observatory inside or outside the Dianchi Lake watershed, the combination of Time-space geostatistics and the SWAT model in the basin water cycle simulation model is set up, and calculate the Dianchi Lake watershed each area county the amount of water available. Its research shows that the northeast and the southwest of Dianchi Lake watershed and northwest of the Dianchi are areas rainfall plentiful, and Chenggong District and northeast of Jinning County are regions rainfall lack; the Dianchi Lake area around and the main surface runoff is the more plentiful, the rest of the surface runoff in the basin is relatively small.2. According to six districts in the basin statistical data on population, agriculture, industry from2006to2011, quantify the distribution demand and supply of the water resources in various villages and towns in the Dianchi Lake watershed. The results are as follows:the agricultural water demand is concentrated region situated on the edge of the basin; industrial water demand of the largest counties for Wuhua District, the north of the Dianchi watershed and Chenggong District are the minimal demand in industrial water; Life water demand larger area in addition to the city center and of Kunyang town in Jinning County.3. It is predict the supply and demand of water resources in2015and2020, according to the development requirements of the Kunming city about agriculture, industry and population in the12th five-year plan. The research showed that, the supply and demand situation of water resource in Dianchi Lake watershed is almost unanimously in2015and2020. There is the largest water supply gap in Jinning County, and the balance of supply and demand of water resources in city centre, and the Chenggong District is more water than water demand trends.4. Based on the Dianchi Lake watershed inter-basin water diversion project and emergency water diversion route, it were developed water resources allocation of time and space in2015and2020, and distilled the optimal scheme in Dianchi Lake watershed, and calculating the water transfer economic benefits. Its optimal solution is as follows:, the0.001million cubic meters of water from Chenggong District transferred to Jinning County stone river pumping station in2015, and the water transfer economic benefits is RMB0.5million, but due to lack the data of Dachun river reservoir, Shuanglong reservoir and Luowuhe reservoir, it cannot to make the specific deployment plan of water resource allocation for Dongdahe river basin and Guchenghe river basin.Through the dispatch of8.0218million cubic meters of water diversion project in Yunnan to China dam reservoir, and then distribution of0.3027million cubic meters to the main, the rest of the water to Jinning County Shizihe pumping station in2020,and matsushige reservoir0.3896million cubic meters of water transferred to Shizihe pumping station in addition, besides the economic benefits of water diversion is RMB4.2057billion.
