Taking Dianchi Lake Basin as an example, water resources renewal capacity index system has been established on the base of complex water resources system, and then water resources renewal capacity of the basin has been identified using fuzzy pattern recognition model. Research background and significance of water resources development and utilization and research problems have been described, the research contents and technical routes are related.With the technical route and three water features, the identification index system has been built.14key indicators have been selected to identify water resources renewable ability of7administrative regions along Dianchi Lake Basin in the level year of2010, and13indicators for forecasts in the planning year of2015,2020, which are strictly in accordance with "the12th Five-Year" plan outline file in various departments of the region, so indicators selected are reliable and representative. Thereafter, Analytic Hierarchy Process(AHP)has been established to determine the weight of each index.Based on the methods summarized, fuzzy pattern recognition model of water resources renewal capacity is proposed, which taking level data as identification guidelines to avoid the shortcomings of the principle of maximum degree of membership in the fuzzy concept. On the base of this model, water resources renewal capacity were evaluated in Dianchi Lake Basin in the year of2010,2015and2020, and evaluation of the results are analyzed.After that, water resources allocation model in Dianchi Lake basin is based on the theory of complex adaptive water resources system and the identification results. The water demands from all the sectors concerned in different planning years within the basin are predicted with matlab optimization platform and the results of the water resources allocation in the basin are given. Finally suggestion and measures submitted for evaluation and the lack of development and utilization of regional water resources have been advanced.
