Planning For Urban Elderly Elderly-friendly Facilities Under City Guide

As two global trends of twenty-first century, aging population and urbanization are also two main challenges that various countries and regions have to face at present. In the context of aging rate going up continuously and the pension problems in urban urgently to be solved, the World Health Organization presented the concept and framework of age-friendly city, which became the objectives of urban construction for many countries and regions in the new period. Age-friendly cities construction heavily relies on the support of a giant facilities system for the aged, the construction of those facilities is lagging in China, however, consequently a distinct contradiction of supply and demand. Therefore, this article integrates the concept of the age-friendly city into the facilities for the aged planning, and discusses the planning strategy of the facilities for the aged under the guidance of the age-friendly city, has important practical and theoretical significance.According to the mode "ask-analysis-solve", this paper carries out the main idea through the analysis of the research background and the review of domestic and international research of aging friendly cities and facilities for the aged, in the meantime, analyzes the related theories and their guidance, in order to offer analytics tools for the following study, and then the system of urban facilities for the aged was constructed in view of the construction of aging friendly cities. Based on the above, the main subdivision of Xianyang City was chose as our object in this paper, and the method of theoretical and empirical analysis was also employed. Current situation of the supply and the demand for the facilities for the aged in the main subdivision of Xianyang City was field research and analyzed, therefore the obvious contradiction between the supply and demand for the facilities for the aged was brought out. Based on the theory of aging friendly cities, this paper deeply discussed the Planning Strategy of the elderly facilities in Xianyang City. The main conclusions were as follows.(1) System construction. According to the theory of aging friendly cities, the system of urban elderly facility should fully reflect the special requirements of Old people on the urban space facility environment, included the exclusive older type facility(Elderly living facilities and elderly public service facilities) and Old-shared facilities(Old suitable transport facilities and public spaces). (2) Supply and demand analysis. According to the theory of aging friendly cities, the demand analysis should include demand Characteristics of Older age groups and related factors (pension model, Spatial and temporal characteristics and the level of Economic and social development). On the basis of theoretical research, current situation of the supply and the demand for the facilities for aged in the main subdivision of Xianyang City was empirically analyzed in favor of understand the relationship between supply and demand of the facilities for aged, and was helpful to the promotion of planning strategy. Of the facilities for aged.(3) Facility Planning. The planning of the exclusive older type facility should include the improvement of elderly facility type to meet these diverse needs, the reasonable adjustment of these supporting standards, the optimization of the layout, and so on. The planning of elderly public service facility should consider public transport, slow traffic, road systems and facilities, aiming to establish older friendly traffic environment. The planning of elderly public space should consider the system construction of urban public space, the spatial layout and Planning, in order to establish the urban public space for meet the demand of old people.(4) Safeguard Mechanism. The communication and collaboration among these related departments should be strengthened, improve the planning of the facilities for aged, secure the required land space of the exclusive type of the facilities for aged be allocated.and the recommendations towards relevant policy should be put out.
