China's General Aviation Safety Management System Research

Along with China’s government plans to gradually open up low altitude air traffic control in2020, government and enterprises all over the country have been planning to build general airports, and purchase general commercial airline aircraft. General aviation industry in China is flourishing, but in recent years, the continuous occurrence of aviation accidents had resulted in people could not help but had changed their prospect of general aviation development to general aviation safety management. The author believes that provided with well-rounded general aviation safety management system, it is then only possible to effectively avoid reoccurrence of air traffic accidents, and to better promote the development of general aviation industry as a whole. Therefore, the study of China’s general aviation safety management system construction bears significant meaning.The first part of this paper introduces the relevant theoretical research of aviation safety management system. First introduced the related concept of aviation safety management system general concept, including general aviation, safety management and safety management system, studies the relationship between safety management and safety management system. Secondly, from the three aspects of system principle, prevention principle and humanism theory describes the related theory of general aviation safety management system construction. Finally, separately from the government regulation and self-regulation, general aviation safety management objectives, our country existing general aviation safety management mode and the evolution of China’s general aviation safety management system in four aspects of general aviation safety management mode and its evolution.The second part of this paper studies is the existence of China’s general aviation safety management system construction problems. Introduces the current situation of the development of China’s course, general aviation and its prospects for the future development of the. Secondly, the current situation of China’s general aviation safety management system construction from three aspects of China’s general aviation laws and regulations, safety management system and general aviation training of specialized personnel and management research. Finally, the existence of China’s general aviation safety management system construction problems, these problems include laws and regulations content of safety management of general aviation related lag, general aviation safety management is not comprehensive, regulatory means backward, general aviation severe shortage of professional staff and general aviation infrastructure needs to be improved.The third part of this paper introduces the United States general aviation, Canada general aviation and Japan general aviation safety management system advanced experience and their reference. First through two levels of their development and their safety management system introduced the general aviation safety management system in the United States, Canada, Japan,according to the their safety management experience, put forward analysis of their safety management system model, which includes three aspects, respectively, is to develop general aviation safety management perfect laws and regulations, the establishment of a professional general aviation safety management team and government regulators forced on a general aviation enterprise security audit.In the last part of the paper introduces the construction of China’s general aviation safety management system. First of all this paper from the accelerate the improvement of safety management in China general aviation laws and regulations, establish and perfect the government safety supervision mechanism, strengthen the general aviation infrastructure construction, establishment of security early warning and analysis system, increase the security of general aviation in China professional training, supervision departments to establish a sustainable safety supervision, on the navigation enterprise clear subject navigation enterprise and navigable airport navigation safety for the protection of the six parts of China’s general aviation safety management system. And then from the concept of safety management, safety management, ensure equipment safety management system and the implementation of security, staff training and safety management assessment mechanism to protect the four aspects and put forward some measures to ensure aviation safety management system in general.
