Strengthen Research On Local Government Responsibilities For The Development Of The General Aviation Industry

The general aviation industry is a strategic emerging industry,which is closely integrated with the three major industries of Agriculture,industry and service.It goes deep into various sectors such as politics,economy,culture,education and sports,and is aimed at improving the service capacity of the government,to raise people’s living standards,optimize the industrial structure,and enhance the important aspects of the Comprehensive National Power.In the field of civil aviation in the aviation era,China has become the second largest country in the world in air transport.As an important part of civil aviation,general aviation,though started late,has a vast market and is accelerating its development.In recent years,with the continuous introduction of incentive policies such as the government’s reform of airspace,the simplification of approval procedures,and the intensification of financial support,and the gradual enhancement of public awareness and participation in general aviation,general aviation industry has become a new social hot spot,the development of enthusiasm around the upsurge.General aviation industry is known as the last piece of China’s Industrial Development "big cake",attracting the world’s attention,so how to do this cake well,good,related to our aviation power building and the great rejuvenation of the Chinese nation.In 2017,Qingdao was National Development and Reform Commission as one of the first 26 general aviation industry integrated demonstration zones in the country.As the only city in Shandong Province to be selected,Qingdao is taking the lead in creating the "Qingdao experience" and creating the "Qingdao Model",the responsibility and mission of leading and promoting the development of the general aviation industry in the blue economic zone of Shandong Peninsula.Firstly,in the introduction,the paper expounds the background and significance of choosing this research topic,analyzes and summarizes the current situation of literature research at home and abroad,and summarizes the main research methods,ideas and writing innovations.Then,the body of the paper summarizes the concept of General Aviation,general aviation industry,combined with the General Aviation Industry on government responsibility,government-enterprise relations,the basic theory of the government’s economic functions,consolidating the theoretical basis of this paper.Then,with Qingdao as the main body of study,the development of general aviation industry is an important strategic opportunity for Qingdao from the perspective of significance and basic conditions,looking at the problem through the phenomenon,the paper finds out the problems existing in the government’s promotion of the development of the general aviation industry,such as insufficient overall planning,imperfect market cultivation,lagging construction of the general airport,and single mode of personnel training,to find out the basic figure of developing general aviation industry in Qingdao,and to provide the basis for targeted measures and accurate development.At last,based on the previousresearch,the paper summarizes and refines six measures taken by local governments to promote the further development of the general aviation industry,that is to optimize the overall industrial promotion mechanism,formulate realistic and effective development policies,set up a city-level project recruitment platform,give full play to the advantages of cultivating characteristic markets,strengthen the construction of general airport layout,and establish a multi-effect talent training system.
