Guangxi,as the only coastal autonomous region in China,is located in the north of Beibu bay and is facing southeast Asia.The regional development has national policies,ASEAN expo,transportation,tourism and other resources.General aviation industry in Guangxi region with the support of national policy in the past two years rapid development,in the Guangxi region in 2015 alone set up two general aviation company,the other two general aviation companies currently under construction.Utilize modern in Guangxi in 2016 established the general aviation association.General aviation industry due to its flight flexibility and diversity of business and other characteristics,more rapid development,but in recent years the rapid development of general aviation in Guangxi region at the same time,the frequent accidents in the same: Hubei province in September 2015 a general aviation plane crash happened in Liuzhou Sanjiang,on April 26,2016,Guangxi Guilin some general aviation for crash in Guilin.The general aviation accident in recent years can’t help letting person).These accidents,on the one hand,the relevant enterprises and institutions of the loss of human,financial,on the other hand also for general aviation development in the region has a serious negative effect.Therefore,by using the theory of government regulation from the problems of reflection general aviation safety supervision work,make Guangxi general aviation safety regulation can be better to improve,effectively ensuring the healthy development of the general aviation industry in Guangxi is the administration of civil aviation safety supervision research significance.How to effectively prevent and reduce accidents,guarantee the healthy and stable development of general aviation enterprise as much as possible,is the current our country civil aviation government facing a major challenge.Based on this,this article through the literature research,empirical research method,historical analytic method to collect a large amount of data,the governmentregulation theory as the instruction,the civil aviation authority safety supervision work,and through analysis it is concluded that the supervision legal system,supervision,supervision team,regulatory agencies and regulatory system of accountability in five aspects of problems.Then learned the United States,Canada,Japan,general aviation safety regulatory experience of developed countries,and got the enlightenment to solve the problem.Finally,put forward the countermeasures and Suggestions of perfecting our country’s general aviation safety supervision: one is the perfect legal system of navigation,the second is innovation approach,three is to strengthen the team construction,four is the regulatory reform model,five is a clear regulatory responsibilities,six is to strengthen supervision accountability.Through this series of countermeasures and Suggestions,it can be helpful to strengthen the safety supervision work of general aviation in Guangxi region in the civil aviation system and local government level.
