Nowadays,the problem of "induced abortion:hias become increasing serious on "The family planning policy" in China,it seriously damaged to the women’s physical and mental health. While focusing on the generalization of "induced abortion", this paper intends to find out the cause for the phenomenon and the harm it does to female both physically and mentally by probing into the status quo of "induced abortion" in China, which is characterized by younger age, repetitive operations and extreme dangers. The paper attempts to justify the dignity and identity of human fetuses both morally and legally from the perspective of ethics, so as to provide legal protection for them. After having analyzed the contradictory relationship between the right of childbearing and the responsibility for childbearing-related health care, the.author believes that individuals and families should bear the moral responsibility, and the government should provide equal childbearing health care for its people, as a result of which we can find a new way out of the dilemma facing China’s birth control and childbearing health care. The research carries out an induction, deduction and generalization of the current situation of "induced abortion" through data collection and data analysis. The combination of summarization and case study employed in the paper will help to arouse people’s conscience about the dignity of fetuses as human beings, boost their moral responsibility about childbearing, life and health care in an attempt to restrain the arbitrariness in pregnancy and abortion, find a new solution for the social problem of widespread "induced abortion" without breaking the basic state policy of family planning, and ultimately, secure a win-win for both birth control and childbearing health care in China.
