Problems In Heilongjiang Province Cultural System Reform

Deepening the reform of cultural system, perfect the public cultural undertakingsand developing the profitable cultural industry are three major decisions of the PartyCentral Committee from an overall perspective, which is also a significant and urgenttask for Heilongjiang province in order to speed up the process of building a newlyprosperous, strong, democratic, civilized and harmonious environment. At present, thecultural system of Heilongjiang is facing several problems, including the disorder ofcultural management system, deficiency of reformed and supporting policy,inadequateness of government function transformation and so on. This situation gravelyrestricts the leapfrog development of cultural undertakings and cultural industries.Therefore, a comprehensive method to further the reform of cultural system has becomea primary task to overcome problems of cultural development and promote theconstruction of the strong cultural province.Nowadays, our country has carried on a new development of cultural system reform,which pays more attention to the decisive role of the market in the allocation ofresources, especially since the Third Plenary Session of the18th Central Committee.This means reform is no longer on individual items, but on a systematic project.Recently, Heilongjiang has highly focused on the reform of cultural system. It haslaunched a series of policies and high-level meeting to develop and deploy culturalsystem reform. In the meanwhile, the theory studies of reform are gradually increasing,which could well support the implementation of cultural system reform.In the first section, under the background of economic globalization, this paperpresents the meaning of promoting development of cultural industry and culturalundertakings by constantly meeting people’s growing spiritual and cultural needs tostrengthening the competitive power for our country and Heilongjiang. In the secondsection, through the compared examples between Heilongjiang and other provinces, it is founded that there exists the problems in the reform of cultural system in Heilongjiangprovince. To solve these problems, it is needed to conduct reformation from the aspectof perfecting the system and mechanism with the leading of the Party. In the basis ofsecond part, it is suggested that nonprofit and profitable cultural undertakings shouldboth be developed and strengthen. Furthermore, the relationship between culture, policy,economics, society, ecological civilization, social benefit and economic benefit shouldbe well settled. The main guideline for cultural reform is to develop the culturalproductivity, nurture and expand the main market body, promote the reform ofsystematic and mechanic innovation and improve general service. This paper not onlymentions the achievements of cultural system reform in Heilongjiang, but only revealsthe reasons and problems existing in the present cultural system. From both theoreticaland realistic perspectives, try to find out an effective method to deepen the reform ofcultural system.
