Research On My Country's Cultural System Reform

In the 40 years since the reform of the cultural system,it has traversed a very extraordinary development path.Since the 18 th National Congress of the Communist Party of China,General Secretary Xi Jinping has issued a series of speeches,expounding a series of major theoretical and practical issues of socialist cultural construction,clearly proposing the goals and tasks of deepening the reform of cultural system,and achieving fruitful results in cultural reform and development.This article analyzes and studies the reform of China's cultural system in order to propose problems,analyze problems,and solve the problems in general.First,the concept and related theories of China's cultural system reform are explained,the basic concepts of culture and cultural system are clarified,the relationship between system and system is clarified,and the concept of cultural system reform in this article is defined.The new public service theory analyzes the reform of cultural system,explores the laws of cultural system movement,and provides a theoretical basis for reform research.Secondly,according to the chronological sequence of major policies and normative documents issued by relevant departments of China's cultural system reform,the reform of China's cultural system is divided into three stages: starting and exploring,advancing and accelerating,comprehensive and deepening,and analyzing the process of cultural system reform.It summarizes the characteristics and achievements of the reforms in each stage,analyzes the practical problems in the current stage of the reform of China's cultural system,such as insufficient ideological understanding,the rigidity of the macro cultural management system and the lagging construction of the cultural market system,and analyzes the reasons for the corresponding problems..Finally,in view of the problems arising from the reform of China's cultural system,it puts forward four specific measures and countermeasures,including improving cultural laws andregulations,improving cultural management systems,improving the supervision and management of state-owned cultural assets and improving the construction of a modern cultural market system.The 40 years of experience in the reform of the cultural system have brought development and prosperity to China's cultural construction,and released the unique vigor and vitality of the culture.In the future,it still has a lot of room for reform.Using cultural laws and regulations as a strong backing and policy basis,to achieve the coordinated development of cultural undertakings and cultural industries,and ultimately enhance national competitiveness and cultural soft power.
