Research On Cultural Restructuring Of Henan

Process of development of human society shows that culture has a strong cohesion and support of not only the internal driving force of economic development, but also an important manifestation of the country's comprehensive national strength. In today's world, culture is interacting on economy and policy, which has became an important component of the country's soft power. On 2002 Party Congress report clearly calls for deepen structural reform in the cultural field, which has done a detailed and comprehensive discussion on cultural reform's task, methods, goals. Since then, China's cultural system has entered a reform to a climax.In recent years, with a positive response to the state's calls for deepen structural reform in the cultural field, Henan has been reforming the traditional cultural management system and operational mechanism, liberating and developing the cultural productivity, actively developing cultural undertakings and cultural industries in order to create cultural province. However, impacting on the planned economic system a long time, the existing management system of the field of culture in our province and the development of modern social and economic systems are incompatible, such as cultural infrastructure shorted, funding and cultural undertaking inadequate and cultural construction talent shorted, which result in our province lacks energy and the people's cultural needs cannot be effectively met. Henna convened two high-level meetings for the reform of cultural system in 2005 and 2006, which shows cultural reform in Henan is imperative. At the same time, all kinds of theoretical research and practical exploration on cultural field in Henan are also gradually increased, which has set new demands on cultural development in our province and provides a broad space to the study of the cultural system in the province.Cutting into the basic theory of public administration, the paper started with the content and relationship of the culture, cultural construction, cultural undertakings, cultural industries and cultural system, recalled the past history and experience of cultural system of Henan, summed up the need for reform in current system, combined with the goals and principles of the current system, put forward some recommendations and ideas on cultural restructuring from a practical viewpoint.
