| Food is necessary to human’s life, as well as important strategic supplies. Due toits social attribute and economic attribute, it is regarded as a special commodity.What’s more, food is the national public goods. Therefore, global food security has amacroscopic, strategic and public characteristic.Since the World War II, global food crisis were broken up three times in differentperiods. The first time was from1973to1974. It was triggered by oil crisis that theglobal food mechanism suffered a profound change. The second time was from1994-1995. On account of the policies of America and European Union and theclimate changes, it occurred that the acute hike in international food trade prices andthe food shortage in developing countries. The third time was from2007to2008. Itmarks the arrival of a new era of the world food globalization and politicization.Throughout the reshuffle of the world economic landscape, food, as well as USdollars and oil, are tightly bound with the speculative funds, which are not only thediets or the trade goods, but also the game chips and the economic weapons among allentities or countries. Naturally, the global food security system is impact by the seriesof changes. Hence, with the increasingly complexity on global food security issues, ithas an important practical and academic significance in study whether the globalcommunication action theory is applicable to the food security cooperation, so that toachieve global food security through enhancing its scientific nature and theinstitutionalization of the global food security cooperation.This paper firstly introduces some concepts that related to food security.Secondly, it analyzes the factors of food insecurity. Then, it explores the developmentprocess of existing international food mechanism. At last, it draws a conclusion thatcommunication action has the active function on the development of the global foodsystem. It is feasible to build an independent global food information communicationexchange platform from the WTO. |
