As the putting forward of the socialist concept of the rule of law, law enforcement for the people goes deep into people’s hearts. The idea of law enforcement for the people wins support among the people. Law enforcement for the people is an important component of the socialist concept of rule of law. It embodies the essence and direction of the socialist rule of law, at the same time fundamentally reflects our party’s ruling principle and the nature of power and the construction of socialism harmonious society as the core requirements of political and legal work.In modern society, people start to pay more attention to their own rights, which requires the law enforcement organs consider people’s right in the process of law enforcement activities. How to construct the country ruled by law is an important issue on the way of the development of our socialist market economy and the process of social stability. The enforcement is one of the cores of the construction of the law. In our country the issues of enforcement of the law is based on the law enforcement for the people. We will surely cultivate consciousness of human rights and rights, adhere to the people-oriented, truly realize law enforcement for the people and serve the people. The idea of law enforcement for the people comes from social practice, so its destiny will go back to practice then finally realize theory distillation in the end.It analyses the basic connotation of the idea of law enforcement for the people and study the idea of the subject from the perspective of the socialist concept of rule of law. This paper consists three part, namely introduction, body, and conclusion. The introduction part clarifies the innovation of this paper by analyzing the significance and purpose as well as research analysis. The body part includes four chapters. In the first chapter, through defining the meaning of law enforcement for the people in a semantic way, it combs the origin of the philosophy of law enforcement for the people. Deriving from traditional Chinese legal thought, and absorbing some western theory of rule of law, this paper provides a systematic analysis with the combination of the promotion and development of the Communist Party of China’s idea of law enforcement for the people. The second chapter gives a comprehensive analysis of the basic connotation of the idea of law enforcement for the people, clarifies people-oriented idea of law enforcement for the people is the fundamental starting point and end point. The guarantee of human rights is the basic requirements of the idea of law enforcement for the people, while civilized law enforcement is the objective requirement of this subject. The third chapter gives a empirical analysis of some problems of rule of law under the construction of enforcement in the present stage of our country. It points out some current phenomenon in the process of law enforcement, such as law enforcement violence, brutality, less legal supervision, less legal consciousness. In the fourth chapter, with the combination of law enforcement problems, it puts forward the following activities, such as strengthen education in the construction of the rule of law, perfect the law enforcement system as well as legal supervision system and fairy law enforcement, improve the quality of law enforcement team, hopefully in that way we can strengthen the capacity of law enforcement, make the socialist concept of the rule of law of our country more perfect, promote practice of socialist rule of law, accelerate the rule of law construction of our socialist country. The conclusion part restates this viewpoint, and gives a induction and summary of the practice of the idea of law enforcement for the people.
