A Study On Civilized Law Enforcement Of Vendors-Taking Midong District Of Urumqi City In Xinjiang As An Exanmple

The Fourth Plenary Session of the Eighteenth National Congress of the Party put forward four comprehensive strategic layouts,namely,building a moderately prosperous society in all respects,deepening reform in all respects,ruling the country according to law in all respects,and governing the Party strictly.Urban management and law enforcement has also entered a new era with the reform of the urban law enforcement system,and the comprehensive advancement of the rule of law has entered a new era.The level of urban management and governance is related to the construction of a country under the rule of law,a government under the rule of law,and a society under the rule of law.Especially the civilized law enforcement in the process of the management of street vendors and the promotion of civilized law enforcement in the process of the management of street vendors is to improve the ability of governance and service,law enforcement ability and law enforcement level from the grassroots administrative organs.This paper introduces the present situation of civilized law enforcement on the management of street vendors in China and abroad,expounds the connotation and significance of the management of street vendors and civilized law enforcement,and takes the current situation of the management of street vendors in Midong District of Urumqi as an example.Based on the theory of governance and good governance,through the investigation and interview of local law enforcement officials,law enforcement counterparts and ordinary citizens,this paper expounds the performance of the management of civilized law enforcement by street vendors in Midong District,and analyzes on the reasons for the failure of civilized law enforcement.Finally,this paper puts forward some thoughts and countermeasures to improve the civilized law enforcement of the management of street vendors from the conceptual level,the institutional level and the behavior layer,and puts forward that we should strengthen the construction of good governance culture and speed up the construction of localrule of law by innovating the concept of governance at the conceptual level.At the institutional level,we should perfect the local legislation and social security mechanism,explore the community regional co-governance mechanism and the outsourcing of public services managed by vendors,and encourage multiple subjects to participate in social co-governance.In the behavior layer,we should optimize the structure of law enforcement personnel,improve the quality of law enforcement personnel,and establish a good image of urban management law enforcement and improve the construction of supporting facilities in combination with the special action of "strong foundation,changing style of work and building image",so as to jointly realize the construction of Midong District.street vendors govern civilized law enforcement.
