The phantom of the Soviet communist party supervisory system is linkedwith the highly centralized power system of the communist party,especially individual arbitrariness and later popular leader worship andsuperstition, conservative thoughts and bureaucratic privileges closely.This paper tries to comb and analysis the whole process of the communistparty supervision system from the establishment to the phantom, andexplore the cause of the collapse of the Soviet union from the aspectsof checks and balances mechanism and supervision system. There is arealistic significance for the construction and development of Chinesecharacteristic socialist road, especially in our country present stageof China’s ruling regime and construction of supervisory system.This paper is divided into five chapters.Chapter1: Introduction, main contents include the origin andsignificance of the topics at home and abroad related research, researchmethods, ideas, and innovation.Chapter II: From the establishment to the phantom of the communistparty supervision system.
