The research of dissertation is preferential policies of adding points in the college entrance examination to minorities, which means that the polices are laid down by the Ministry of Education and Admissions Committee belonging to province or autonomous regions in order to give the minorities’preferential regulations, according to the ethnic or districts, etc. These policies are devoted to reflect the equality, strengthen national unity, but also to ensure that minority students have the right access to education. In recent years, the debate on these policies aroused widespread concern.The dissertation has an empirical research, focusing on the contents of preferential policies, target of values and the resulting effect of the implementation. The main accounts of research include literary analysis method, case study method and comparative method. The article includes five chapters and discusses the evolution, current status, implementation and optimization of these policies from the perspective of policy analysis and the theoretical basis of constitutional equality principle.Chapterl introduced the research origin and significance, the accounts of research, the methods of research and difficulties of research.Chapter2introduced the latest contents of these preferential policies. And analyzed the policies’ history and pointed that these policies are rational consensus between the citizens and the goals of multicultural education as the value targets.Chapter3analyzed the empirical situation of these preferential policies from2008to2012on the basic dates from Hunan province, according to the view of administrative boundaries, urban and rural areas distributions. At last, the article analyzed the constraint factors of distributions under preferential policies.Chapter4analyzed the theoretical basis of the preferential policies. First of all, the article introduced the constitutional rights referred by preferential policies. And then, the article discusses the necessary and rational distinction in order to achieve substantive equality. At last, the article provides reasonable suggestions about the legal safeguards in order to carry out substantive equality.Chapter5, the topic is optimization of the preferential policies of adding points in the college entrance examination to minorities. The article analyzed the path section about optimization of preferential policies. The article tries to optimize these policies from four aspects including the policy period, object selection, factor considerations and the rule of law in order to narrow the gap between implementation and targets and promote the equity in education.
