On Implementation Situation And Improvement Approach Of The Preferential Policies For Ethnic Minorities In Enshi Autonomous Prefecture

"Building a well-off society in an all-round way,a nation can not be less",which has an important guiding significance.in building a well-off society in an all-round way.The completion of our overall well-off society,the key lies in the padded short board,which must padded the ethnic minority"short board"in developing.Since the founding of China,in order to promote the development of ethnic minority regions,The party and the state have formulated a series of preferential policies for ethnic minorities in political-participation,economic-development,cultural-education,social security and service and so on.What is the implementation effect of preferential policies of Minority Nationalities?How to further improve the preferential policies of ethnic minorities and improve its effect?These are the major issues that need to be responded to in the current economic and social development of ethnic regions.To answer these question,we have to investigate and evaluate the implementation status of preferential policies of minority nationalities.There is no doubt that the investigation of the status of implementation is very important to further improve our national policy system,to promote economic and social development in ethnic minority areas,to ensure the completion of a comprehensive well-off society.This paper selects the youngest of the Minority Autonomous Prefecture,Hubei Province Enshi Tujia and Miao Autonomous Prefecture,as the object to investigate the implementation-status of the minority nationalities preferential policy in recent years.This paper is divided into five parts.In the introduction of this paper,the study of the preferential policy of minority nationalities in the period of time,preferential policies from the main level and other related concepts were defined.At the same time,this part also explains the main theoretical basis of this research,and explains the important logical starting point of this study.The first chapter of the paper,according to nearly a few years state laws,regulations on the work of the government,department of the central government and the Hubei provincial government documents,to find the content of Enshi Autonomous Prefecture of ethnic minorities in recent years enjoying preferential policy.The second chapter of this thesis,according to the first chapter of the local minority areas having preferential policies,a further study of the implementation status of the minority preferential policies in recent years in Enshi Autonomous Prefecture.This part and contain two parts.The first part is the achievements in the implementation of the preferential policies of ethnic minorities in Enshi Autonomous Prefecture in recent years.The second part is the implementation-problems of the preferential policies of minority nationalities in Enshi Autonomous Prefecture in recent years.The third chapter of this thesis analyze the reason,which lead to problems of implementation for the preferential policy of ethnic minorities in Enshi Autonomous Prefecture.Finally,in the fourth chapter of this paper,in view of the reasons of the main problems in the implementation of preferential policies for ethnic minorities in the region,the paper puts forward the perfect path of the implementation of preferential policies of minority nationalities in Enshi Autonomous Prefecture.This study gets the following main conclusions:(1)in recent years,minority preferential policies in Enshi Autonomous Prefecture is good on the whole.It has achieved remarkable results in economy,politics,culture,education,social security and services.the minority nationality preferential policy plays an important role in the development of Enshi Autonomous Prefecture(2)Although it has not satisfactory place,but it is an irreplaceable policy system in promoting the developing of minority areas.In the future,we should strengthen and improve rather than weakened and cancelled it.(3)In new period,Enshi Autonomous Prefecture’s comprehensive well-off society still need the help of our country minority preferential policies.
